Territorial health governance

During 2025, continuity has been given to the process initiated in 2021, strengthening the development of health planning tools such as the Indigenous Life Plan and the Indigenous and Intercultural Health System (Sistema de Salud Indígena Propio e Intercultural -SISPI-). Sinergias has focused the accompaniment to two indigenous authorities with the aim of enriching these local planning tools, necessary for the dialogue with state entities. Work with the Association of Traditional Indigenous Authorities Near Mitú (AATIAM) focused on the development of the SISPI and with the Association of Traditional Authorities Near the Highway (AATAC) on the construction of their Life Plan. Meetings were held to reflect on the history of each association and to establish the horizons towards which they want to work, establishing priorities to give continuity to the processes that Sinergias has been advancing.

During 2024, together with the indigenous organizations AATIAM and AATAC, we continued to strengthen territorial planning and governance tools, essential for dialogue with state entities. Among these tools is the document of the Indigenous and Intercultural Health System (SISPI), whose components also contribute to the Indigenous Life Plan. AATIAM's document integrates and revitalizes in-depth knowledge on the management of the seasons of the annual cycle (traditional ecological calendars), as well as epidemiological and territorial planning information useful for intercultural dialogue with health institutions. Meanwhile, with AATAC we have focused efforts on gathering inputs for the construction of its Life Plan and the delineation of the organization's horizons. The projects or processes described below for the department of Vaupés have been formulated from the lines of work defined together with these two committed organizations.

Some of the objectives of the process:

1. To provide practical theoretical tools, from an intercultural perspective, seeking to strengthen organizational capacities for territorial governance in health.

2. To make visible the leading role of traditional knowledge and practices as a guide for behaviors and actions in domestic, organizational and ritual life.

3.      Strengthen operational, leadership and management capacities in communities and AATI for the consolidation of their political-administrative processes.

4.      Contribute to the understanding of the functioning of the structure of the State and the national health system.

5.      To provide conceptual and methodological elements to explore the possible areas of complementarity between the Traditional Health System and the General System of Social Security in Health.

6.      To offer theoretical and methodological tools for the production of knowledge about the territory and the consolidation of a process for the construction of the Intercultural Health System.
